Skolkovo to develop cooperation with China and Japan

Skolkovo, the state-sponsored innovation hub nearing completion outside of Moscow, is seeking to extend its cooperation with China. Opportunities for cooperation were discussed last week at the Sino-Russian Trade and Investment Forum by China’s Vice-Premier Li Keqiang and Viktor Vekselberg, President of the Skolkovo Foundation.

Various leading Russian and Chinese businessmen were also in attendence at the forum, including top managers of Lenovo and ZTE, two companies actively developing activities in Russia.

Federal Antimonopoly Service initiates proceedings relating to SMS spam

The Federal Antimonopoly Service of the Russian Federation for the City of Moscow has initiated proceedings against the furniture company Shatura for distributing advertisements via SMS without users’ consent (SMS spam).

During the check, the Antimonopoly Service established that Shatura had violated the article of the Federal Law on Advertising which forbids the distribution of advertisements via telecoms networks, including phone-based ones, without the prior consent of the users.

Moscow telecom provider to invest $2 billion in GPON

Moscow’s largest landline telecom provider, MGTS, has announced plans to spend $2 billion on its new GPON network. An investment of about $600 million has already been allocated for this year, Russian business daily Kommersant reported last week.

MGTS is a subsidiary of MTS, a leading Russian mobile operator. It currently includes a client base of 500,000 for broadband Internet services and 4.5 million landline telephony users.

70 Russian regions connected to federal e-government system

National telecom operator Rostelecom – 53.2% owned by the federal government – announced last week that 70 out of 83 Russian regions are now linked to its interdepartmental government communications system.

The buildout of the system marks a major milestone in this country’s progress towards e-government, a comprehensive IT-enabled cloud-based platform offered to the regions on an SaaS basis and designed to help the Russian government interact with populations and businesses while improving links between its own levels of command.

Discount site client database leaked to crooks for $6,700

Baltinfo.ru, a St. Petersburg online portal, citing a police source, reported that earlier this year an employee of a popular discount site was caught red-handed trying to sell the company’s client database for 200,000 rubles (less than $6,700).

The sale of the USB flash drive, which contained sensitive client information, was arranged to occur at a popular restaurant in downtown Moscow. The police operation was conducted in early February but it then took authorities seven weeks to initiate prosecution.

MegaFon expands data center network

Megafon, one of Russia’s leading mobile operators, leaked to the media last week that it plans to launch data processing centers by 2013 in each of Russia’s federal districts – the eight supra-regional territorial formations created in 2000 to ease the governance of a country that spans nine time zones.

According to a report by CNews.ru, a Russian portal covering IT and telecom topics, each district center will be a 1,000 sq. m. modular unit and will contract out physical and virtual servers as well as apps on an SaaS basis. The latter will reportedly be available from MegaFon’s existing premises even before the actual launch of the data center network.

Skolkovo seeks more ties with US innovation

On the last week of March, a team from the Skolkovo Foundation came to Silicon Valley for the 8th annual Global Technology Symposium. The symposium has always had a bit of a Russia focus, and this year was no different, featuring a half-day of sessions exclusively on Russia.

Another highlight of this year’s event was the inaugural meeting of the U.S.-Russia Bilateral Presidential Commission Innovation Working Group. The group was established at last year’s G8 summit by Russian President Dmitry Medvedev and U.S. President Barack Obama and is headed by Medevedev’s economic aide Arkady Dvorkovich and Robert Hormats, U.S. Undersecretary of State for Economic, Energy and Agricultural Affairs.

Skolkovo: Global majors hired to shape ‘smart city’

The Skolkovo Foundation, which has been instrumental in pumping R&D funds into the Skolkovo innovation hub just outside Moscow since 2010, has contracted with an international consortium to create a comprehensive ‘smart city’ concept.

Under the terms of the 89.7 million ruble ($3 million) deal, the Russian software developer Cognitive Technologies, Britain’s Ernst&Young, the U.S.’ Cisco and Japan’s Panasonic, all companies chosen in February on a tender basis, are expected to sketch out a city management system by July.
