70 Russian regions connected to federal e-government system

National telecom operator Rostelecom – 53.2% owned by the federal government – announced last week that 70 out of 83 Russian regions are now linked to its interdepartmental government communications system.

The buildout of the system marks a major milestone in this country’s progress towards e-government, a comprehensive IT-enabled cloud-based platform offered to the regions on an SaaS basis and designed to help the Russian government interact with populations and businesses while improving links between its own levels of command.

Russian IT market faces cloudy future

Even though the Russian IT market is growing fast, having recovered completely from the 2008-2009 crisis, a number of issues have come to the forefront.

The Russian Minister of Communications Igor Shchegolev has reported that the country’s information technologies market saw a growth spurt of 14.6 percent in 2011, and the Ministry of Economic Development predicts that the market will grow by 15.8 percent in 2012, and by 18.1 percent in 2013, hitting no less than $32 billion.

From St. Petersburg to Vladivostok, 180,000 webcams monitored Russia’s presidential election

In an unprecedented experiment to ensure voting transparency, most of Russia’s 94,300 polling stations were equipped with webcams offering a live broadcast of yesterday’s voting.

The broadcast, which started at midnight, Moscow time, on election day, ended after all vote counting operations were completed. It was followed by up to 400,000 simultaneous Internet users on a dedicated website, Webvybory2012.ru. As many as 1,600 operators were hired to support a toll-free hotline to answer questions from site users and receive their feedback about technical problems.

Putin suggests using online communications for “national psychotherapy”

While criticizing opposition groups for their attempts to “delegitimize” elections, Prime Minister Vladimir Putin proposed yesterday an online discussion on the transparency of the 2012 presidential elections.

So far, the government has not made full use of the Internet as a way to bring together the people and the government, the Prime Minister acknowledged, but the web could be used as a way of establishing dialogue.

The Elecard Group, a Tomsk, Siberia based provider of software products for audio and video data compression, encoding and transmission, has launched the production of an innovative home multimedia device, RIA Novosti reported last Friday.

The new device, named Elecard iTelec, will combine a digital TV receiver with a payment terminal as well as access to e-government and other interactive services.

Rostelecom, Sitronics and Mastercard issue first bank card with e-government access

Russia’s national telecommunication operator Rostelecom and Bank Saint Petersburg announced last Thursday the issue of their first co-branded bank cards with microchips containing the electronic signature of the cardholder. Certified by the FSB, Russia’s Federal Security Service, the cards are being produced in partnership with Mastercard and Sitronics, the largest producer of microelectronic devices in the country.

Medvedev Twitter account caught in Moscow political turmoil

A surprisingly explicit retweet sent from Russian President Dmitri Medvedev’s Twitter account yesterday has ignited both the twitterverse and blogosphere with speculation about the behind the scenes mechanisms of the Presidential social media presence. The message, which ran, “If someone uses the expression ‘the party of rogues and thieves’ in his blog, he is a f**king c**k sucking idiot,” was instantly spread throughout social networks and blogs before being erased from President Medvedev’s account.

Russia offers e-government know-how for export

“We are ready to export our e-government model to developing countries,” announced Russian minister of Communications and Mass Media Igor Shchegolev earlier this week at the ITU Telecom World 2011 forum in Geneva.

“It is clear that if a developing country without significant financial means is to build [an e-government platform], it will be easier to use our cost effective solution than to build another, more expensive one,” said the minister, who sees an “export potential” in the Russian e-government platform already being deployed.

“There are not many ready made solutions of this kind available in the world, designed in real conditions, if any at all,” Shchegolev said.

President Medvedev opens a Facebook account

Russian President and tech lover Dmitry Medvedev announced yesterday on Twitter that he has opened a Facebook account.

24 hours later, Medvedev had been “liked” by over 2,800 Facebook users, but his Friend Activity page displayed only a news story – dated, for strange reasons, from late August 2011 – about his meeting with Bielorussian president Alexander Lukashenko.

New law aims to relieve bureaucratic burden on Russian citizens

New federal legislation on administrative electronic exchange, which went into effect on October 1st in regard to federal agencies, could radically simplify the exchange between private citizens and Russian administrative bodies. Under the new law, federal officials will no longer be able to request documents or information from private citizens already available in the databases of other federal agencies.
