New US sanctions target Russian electronics companies

Just one week after the US Treasury Department imposed new sanctions on 37 Russian companies and individuals, including subsidiaries of Gazprom and Bank of Moscow, additional measures were announced this Tuesday by the Department of Commerce, affecting 11 Russian electronics companies.

This new blacklist include three entities of the Angstrem group, a major manufacturer of integrated circuits; NPC Granat; Research and Production Company Micran; microelectronics manufacturer Mikron; Perm Scientific Industrial Instrument-Making Company (PNPPK); Foreign Economic Association (FEA) Radio export; as well as Giovan, Technopole Company and Technopole Ltd, which are registered in Hong Kong and India, respectively.

These sanctions consist of “additional licensing requirements on, and limits the availability of most license exceptions for, exports, reexports, and transfers (in-country)” to the targeted entries, which operate in Russia’s arms or related materiel sector, according to the US Department of Commerce.

Through these measures, the US authorities aim to “ensure the efficacy of existing sanctions on the Russian Federation (Russia) for violating international law and fueling the conflict in eastern Ukraine.”

Russian Foreign Minister Sergei Lavrov expressed “indignation” over what he called “new attacks of the United States against Russia under the pretext of the Ukrainian crisis.”

“Normal cooperation, including in resolving regional conflicts, cooperation for which the administration of Barack Obama regularly asks in working contacts, is impossible without basic decency,” the minister stated.
