Government to spend $1 billion to digitalize public health service

As announced earlier this month by Communications and Mass Media minister Ilya Massukh, 29 billion rubles (approximately $1 billion) has been slated for IT modernization of the Russian public health service in 2011 and 2012.

Two thirds of the amount will be provided by the Federal compulsory medical insurance fund. The other third will come from regional budgets.

Today, while 76% of the country’s healthcare establishments have computers, just 20% use them to automate medical processes. A mere 8% have computerized medical histories or have introduced electronic medical cards.

Computers are more commonly used for accounting, HR or reporting purposes.
